New noise regulator will hear the voices of residents, says Minister Ross
Shane Ross, TD Minister for Transport, Tourism and Sport welcomed the enactment of the Aircraft Noise (Dublin Airport) Regulation Act 2019 which was signed into law by President Higgins this week.
Following publication of the Act, Minister Ross said, “a vital piece of law has finally been passed. The concerns of residents and local businesses have been heeded.”

This Act implements EU Regulation 598/2014 on the rules and procedures for the introduction of operating restrictions at major Union Airports. In Ireland’s case, it only relates to Dublin Airport. The Act formally designates Fingal County Council as the Competent Authority for noise management at Dublin Airport, with An Bord Pleanála designated as the independent Appeals Body.
Under the process to be followed, the new Office of Noise Regulation will assess the noise situation at Dublin airport, decide on measures to ensure noise levels are contained and managed, and ensure all such measures are applied. The new regulator has strong powers of enforcement to back it up. All of this will be done in accordance with EU law and international best practices developed at the UN’s International Civil Aviation Organisation (ICAO).
