Minister Fitzgerald welcomes publication of HIQA report on Inspection Gleann Alainn

Ms Frances Fitzgerald TD, Minister for Children and Youth Affairs welcomes HIQA’s report of the re-inspection of Gleann Alainn Special Care Unit published today which found that overall standards had improved. An inspection carried out in October 2011 found that there was a poor standard of management and day to day practice of the staff.  

Minister Fitzgerald met with the Chief Executive Officer of HIQA, Dr. Tracey Cooper following the re-inspection of Gleann Alainn and was assured by Dr. Cooper of key improvement being made in standards of management and care in the Unit.  

The Minister was informed that many of these actions were at the early stages given the short timeframe since the last inspection. The Minister was also informed that a permanent unit manager has been appointed and clearer management arrangements for support and accountability are being put in place, which is a significant improvement.

The Minister noted from HIQA’s report:

  • that there is improved communication with staff and young people, so that voices are heard and a more consultative approach is being taken for the protection of children; 
  • that staff files had been reviewed and that all staff included agency staff were appropriately vetted; and
  •  that there was an improvement in the physical condition of the unit.  

 The Minister also noted that children told inspectors that although they were glad about changes in their evening routine, from time to time they felt unsafe due to behaviour of other children.

The Minister has noted that some of the recommendations have only been partially met and is in ongoing discussions with both  HIQA and the HSE in progressing these.

Minister Fitzgerald acknowledges the improvement that has been made on the majority of recommendations whilst noting that the report’s comment that sustaining high standards in this complex area is challenging for the HSE and requires a sustained input across the national service. HIQA have advised the Minister that they have a programme of inspections for Special Care and will keep her informed of standards of care across the service.
