Minister Zappone appoints governance expert for independent assessment of Scouting Ireland’s governance

The Minister for Children and Youth Affairs, Dr Katherine Zappone, has asked Ms Brigid McManus, former Secretary General of the Department of Education and Skills, to carry out an assessment in relation to matters of governance and safeguarding in Scouting Ireland.  This is a follow-up to the earlier work of Ms Jillian van Turnhout, whose report Review of Scouting Ireland was completed for the Minister in June 2018. 

Since then, Scouting Ireland has provided regular information to Minister Zappone on the progress it has made in implementing the recommendations of Ms van Turnhout’s report.  The organisation’s most recent written progress report on this matter was provided in October 2019.

The Minister has now asked Ms McManus to carry out the independent review on the current position, and the aim is to complete it during April 2020.  The review will examine whether the recommendations of the report have been fully and satisfactorily implemented and will take account of any relevant developments since the report of October 2019.
