The Tánaiste and Minister for Justice and Equality, Frances Fitzgerald TD, has announced the appointment by Government of four members to the Property Services Appeal Board. The term of appointment of all ordinary members had expired in July, 2016. In keeping with the Government’s policy, four vacancies were advertised and appointments dealt with through the Public Appointments Service portal, www.stateboards.ie (http://www.stateboards.ie).
The four members appointed to the Appeal Board are:
Mr James Bridgeman, Barrister at the Law Library and Lamb Chambers London with special interests in civil and commercial, business, construction and technology law. Mr Bridgeman served as an ordinary member of the Appeal Board for a four-year term from its establishment in July, 2012 until July 2016. This is Mr.Bridgeman’s second term of appointment on the Appeal Board, as provided for under the Property Services (Regulation) Act 2011.
Mr Philip Moynihan, retired Chief Superintendent of An Garda Siochána. Currently a member of the Censorship of Publications Board. Mr Moynihan served as an ordinary member of the Appeal Board for a four-year term from its establishment in July, 2012 until July 2016. This is Mr.Moynihan’s second term of appointment on the Appeal Board, as provided for under the Property Services (Regulation) Act 2011.
Ms Dairine Mac Fadden, Solicitor and current member of the Valuation Tribunal. Extensive experience in residential and commercial conveyancing and of dealing with Auctioneers and Letting Agents in rural and urban areas.
Ms Dorothy Donovan, practising Barrister dealing with commercial landlord and tenant cases. Previous Vice Chair of the Employment Appeals Tribunal. Former Council member of CORU (The Health & Social Care Professional Council) involved in preparing the Codes of Practice and setting up regulatory standards.

The Property Services Appeal Board
The Property Services Regulatory Authority (PSRA) was formally established on 3 April 2012 pursuant to the Property Services (Regulation) Act 2011. One of the main statutory functions of the PSRA is the licensing of Property Services Providers, i.e. auctioneers, estate agents, letting agents and management agents. The PSRA is independent in the performance of its functions. Decisions of the PSRA may, however, be appealed to the Property Services Appeal Board, as provided for under Section 74 of the Act.
The Appeal Board’s primary functions are to adjudicate on any appeals against decisions of the Property Services Regulatory Authority –
(a) to refuse to issue licences for the provision of property services to applicants who do not satisfy new statutory standards and
(b) regarding sanctions, if any, to be imposed on licensees against whom complaints have been made.

Members of the Appeal Board are eligible for fees as follows:
Chairperson €500 per sitting day
Member* €416 per sitting day
