Tánaiste welcomes re-election of Professor Siobhán Mullally as the Irish Member to the Group of Experts on Action against Trafficking in Human Beings (GRETA)

The Tánaiste and Minister for Justice and Equality, Frances Fitzgerald

T.D., today welcomed Professor Siobhán Mullally’s re-election to the

Council of Europe’s Group of Experts on Action against Trafficking in Human

Beings (GRETA) for a second term. Professor Mullally has been selected to

serve for a further two years, to the end of 2018.


Congratulating Professor Mullally on her election the Tánaiste said "

Professor Siobhán Mullally will continue to make a significant contribution

to the important work of GRETA given her wide range of expertise and

experience in the area of human trafficking at national and international

level".


Professor Mullally was first elected to GRETA in 2012. In March 2015 she

was elected to the Bureau of GRETA as the 1st Vice-President of the Group.


Professor Mullally is currently Professor of Law (Chair) at University

College Cork and has published extensively in the field of migration,

gender and human rights law.


During her career Professor Mullally has acted as a consultant and adviser

on gender and human rights law for UN bodies (UNIFEM, UNDP and UNIMSET),

international NGOs and professional bodies including the International Bar

Association, International Crisis Group, Open Society, Human Rights

Commission of Pakistan and Irish Aid. She also has extensive experience of

operating at an international level with a diverse range of organisations

and is currently a Member of the Permanent Court of Arbitration in The

Hague.


She is a former Chair of the Irish Refugee Council and also currently

serves on the Department of Foreign Affairs and Trade Standing NGO

Committee on Human Rights. She is Commissioner, Irish Human Rights and

Equality Commission Chair, Policy and Legislation Committee; Member of the

Joint Committee of the Northern Irish Human Rights Commission and the Irish

Human Rights and Equality Commission

Ireland ratified the Council of Europe Convention on Action against

Trafficking in Human Beings in July 2010 and it entered into force on the 1

November 2010.


GRETA is the monitoring mechanism set up under the Council of Europe

Convention on Action against Trafficking in Human Beings to oversee and

review the implementation of the Convention by State Parties. GRETA is

composed of 15 independent and impartial experts from a variety of

backgrounds. They have been elected by the Committee of the Parties for a

term of office of either two or four years, renewable once, and selected

from among national candidates put forward by State Parties to the

Convention.
