Hogan Announces Establishment of the ELV and Tyres & Waste Tyres Working Groups

Mr. Phil Hogan, T.D., Minister for the Environment, Community and Local Government, today (26th May 2014) announced the publication of the final reports on End-of-Life Vehicles (ELVs) and Tyres and Waste Tyres as part of the on-going review of the Producer Responsibility Initiative (PRI) model in Ireland.

Minister Hogan said, “I want to thank industry and members of the public for their input into the public consultations and I am delighted to announce the establishment of Working Groups for both the ELV and Tyres waste sectors”.

Letters of invitation to participate in the Working Groups issued this week to key stakeholders within the two sectors. The overall aim of these Working Groups is to assist the Department in implementing the recommendations of the reports on ELV’s and on Tyres & Waste Tyres.

The Working Groups will also assist in the drafting, and any other preparatory work which might be required, of any new regulations that may be required to underpin the proposed new regulatory regimes for these waste streams.

In relation to the Working Groups, the Minister stated, “I want to thank industry for its active participation throughout the PRI Review process. For the ELV’s and Tyres & Waste Tyres waste streams, their membership and involvement in the Working Groups shows that they share the Departments aspiration to quickly improve the structures and enhance the environmental outcomes for both of these sectors.”

Finally, the Minister commented that, “I welcome the progress being made by the motor industry in preparing for the establishment of a compliance scheme for the ELV sector. The Working Group will facilitate the further development of this and other recommendations necessary for the development of a new regime for end-of-life vehicles, including the establishment of a continuous motor vehicle taxation system, a measure that I regard as an essential building block for any future compliance scheme.”

The initial meetings of the Working Groups will take place later this month (Tyres and Waste Tyres) and in June (ELVs). Copies of the final reports and further information are available at

The Producer Responsibility Initiative (PRI) review commenced in July 2012. The overall purpose of the review is to assess the nature and level of the challenges which are currently facing the existing Producer Responsibility sectors.

The Department appointed a consortium led by RPS Group to initiate the review, which consists of a series of 16 Reports covering:

• Waste Streams

• Compliance Schemes

• New Areas for PRI’s

• Cross Cutting Issues

As part of the review, certain areas were prioritised and to date four reports have been published, including Corporate Governance (July, 2013), Packaging Levy (September, 2013), End of Life Vehicles (November, 2013) and Tyres & Waste Tyres (November, 2013). It is anticipated that the remaining reports will be published by end June 2014.

Today’s announcement that the ELVs and Tyres & Waste Tyres reports have been finalised, following a period of public consultation, has enabled the Minister to establish the two Working Groups. The reports’ recommendations can now be realised through the active participation of key stakeholders to achieve enhanced environmental outcomes for both waste streams.
