Statement on Croke Park Savings

It is alleged that the pay bill savings set out in the Implementation Body report are overstated. This is not correct.

The pay savings from numbers reductions are based on the average pay of employees. We do not include overhead estimates in calculating pay savings and the newspaper reports regarding this are not correct.

Estimates of non-pay savings are calculated by departments and are not related to pay. Savings figures are not over-estimated and are an accurate reflection of the savings made.

No circular was issued to Departments instructing them to calculate non-pay savings by using a factor of 40 per cent of pay savings. Departments used their own methodologies.

External Auditors Grant Thornton signed off on the estimated savings in the March 2012 Implementation Body Report including those of the Department of Agriculture.
