The Government has today, 17th April, 2012 announced the appointment of Dr Ambrose McLoughlin as the new Secretary General in the Department of Health. Dr McLoughlin's appointment follows a process which saw applications directed to and vetted by the Top Level Appointments Committee. Three final candidates were identified by that process. The Government has today selected Dr McLoughlin to take on the role, Dr McLoughlin replaces Mr Michael Scanlan who recently retired after seven years in the position.
Minister Dr James Reilly has welcomed the announcement. "The appointment of Ambrose McLoughlin will have an invigorating effect on the Department of Health. In the last year as Minister I have had the privilege of getting to know closely the very hard working, committed individuals at the top of the civil service. I know they, like me, will welcome an injection of new blood, fresh thinking and new energy from outside as we move to introduce reforms and tackle the many problems faced in the area of health. I would like to pay a tribute to Mr Michael Scanlan whose work as Secretary General was exemplary. I would also like to pay a tribute to the other excellent candidates who applied for the Secretary General position."

Since November 2011 for all new Sec Gens appointed there are:
No added years
No pension payable prior to the minimum pension age
Offers of alternative posts where Secretaries General are from the civil service and do not have 40 years service and have not reached minimum pension age
No severance pay except in the case where a person is not of minimum pension age or has not been offered an alternative post; then severance of up to one year’s salary applies.
No severance payment where a person is offered an alternative post and refuses.
