Minister for Education and Skills invites applications from suitably qualified persons to fill vacancies on Caranua (Residential Institutions Statutory Fund Board)

The Minister for Education and Skills, Mr Richard Bruton, T.D. today announced that applications are invited from suitably qualified and experienced persons to fill vacancies on the Board of Caranua, the Residential Institutions Statutory Fund Board.

The vacancies to be filled are the 8 ordinary members of the Caranua Board. At least four of the members of the Board must be persons, who before they attained the age of 18, resided in an institution specified in the Residential Institutions Redress Act 2002.

Caranua is an independent statutory Board established under the Residential Institutions Statutory Fund Act 2012, to help meet the needs of persons who suffered residential institutional child abuse.

The process of filling the vacancies on the Caranua Board is being managed by the Public Appointments Service (PAS) under the revised procedures put in place in late 2014 for the appointment of persons to positions on State boards. Applications may only be made through the dedicated website www.stateboards.ie. PAS will undertake an assessment process in relation to the expressions of interest received and at the end of that process it will provide the Minister with a list of candidates deemed to be suitable for appointment to the Board.

The closing date for the receipt of applications via the website www.stateboards.ie is 14th March 2017.

Background Information
Caranua, the Residential Institutions Statutory Fund Board, was established in 2013 as a new statutory body to use the cash contributions of €110 million offered by the religious congregations to support the needs of some 15,000 survivors of residential institutional child abuse who received awards from the Residential Institutions Redress Board or equivalent court awards. To date €96 million of the committed contributions have been received.

Caranua’s principal functions are:
(a) to use the resources available to it in a manner that promotes the principles of equity, consistency and transparency to:
· make arrangements for the provision of approved services to support the needs of individual former residents, and
· pay grants to former residents to enable them avail of an approved service;
(b) to determine the range of approved services within the following broad categories of service
· mental health, counselling or psychological support services;
· health and personal social services;
· education services;
· housing support services;
(c) to determine and publish the criteria by reference to which it will make decisions on applications for the provision of approved services and associated grants; and
(d) to promote understanding, among those involved in the provision of approved services or similar public services, of the effects of abuse on survivors of residential institutional child abuse.

Caranua commenced receiving applications in January 2014 and by the end of December 2016 over 5,600 applications and had been received and over €56 million spent on supports to or on behalf of almost 4,200 applicants.

Section 11 of the Residential Institutions Statutory Fund Act 2012 specifies that the Board will consist of 9 members, one of whom will be the chairperson, who will be appointed by the Minister for Education and Skills. Four of the nine members will be persons, who before they attained the age of 18 years, resided in an institution specified in the Schedule to the Residential Institutions Redress Act 2002. The Minister proposes to reappoint the outgoing Chair, Mr David O’Callaghan.

Members of the Board do not receive remuneration, however travel and subsistence allowances will be paid in respect of journeys undertaken to attend meetings of the Board or to transact its business.
