Department of Public Expenditure and Reform publishes Revised Estimates for Public Services 2016

The Department of Public Expenditure and Reform is publishing the Revised Estimates for Public Services 2016 (‘Estimates’) today, Thursday 17 December 2015. As in previous years, the 2016 Revised Estimates Volume (REV) provides additional details and information in relation to the allocations contained in the 2016 Estimates, which were set out in the Expenditure Report 2016 published on 13 October 2015.
The REV for 2016 sets out a gross total expenditure estimate of €55.3 billion for 2016. Of this, gross current spend is €51.3 billion and gross capital spend is €4.0 billion.
The 2016 Estimates have been supplemented with key performance information regarding Programme outputs and impacts. This allows information about spending estimates to be seen in the context of the services being delivered and the impact of these services.
This year’s publication contains a considerable number of technical changes and is designed to enhance the reporting of public expenditure figures and reflect international standards.
There are some technical adjustments reflected in the REV. These adjustments include the classification of all unitary payments as capital expenditure. To date while most unitary payments under PPP contracts were classified as capital expenditure, certain payments remained classified as current expenditure. This adjustment removes this inconsistency.
In advance of the establishment of Tailte Éireann, the REV reflects the transfer on an administrative basis of Ordnance Survey Ireland from the Department of Communications, Energy and Natural Resources to the Department of Justice and Equality and the Valuation Office transferring from the Public Expenditure and Reform Vote Group to the Justice Vote Group.
Compared to the Expenditure Report 2016, there is an increase in gross voted expenditure of €42 million, with €20 million of this amount allocated to the Department of Health for mental health services and €8 million to the Department of Jobs, Enterprise and Innovation to support the IDA regional strategy.
