The Minister for Education and Skills, Richard Bruton, T.D. today (11th of July 2018) announced that expressions of interest are being sought from suitably qualified and experienced persons to fill vacancies arising on the Board of the Grangegorman Development Agency (GDA). The current term of office of the Board expires on 8 September 2018 and three vacancies will arise at that time.
The GDA is a statutory agency established in 2006 under the Grangegorman Development Agency Act 2005, to redevelop the former St. Brendan’s Hospital grounds in Dublin City Centre. The GDA aims to create a vibrant new city quarter with a diverse mix of uses, including a new campus for DIT, in a way that is sensitive to the context of the site, the surrounding neighborhoods and the existing community.
The process of filling the vacancies on the Board of the GDA is being managed by the Public Appointments Service (PAS) under the revised procedures put in place in late 2014 for the appointments of persons to positions on State Boards. Applications may only be made through the dedicated website www.stateboards.ie. PAS will undertake an assessment process in relation to the expressions of interest received and at the end of that process it will provide the Minister with a list of candidates deemed to be suitable for appointment to the Board.
The closing date for receipt of applications via the website www.stateboards.ie is 15th August 2018.

Background Information
The GDA is responsible for the implementation of a complex, multi-phased development at the 73 acre Grangegorman site that aims to provide:
- A new campus for Dublin Institute of Technology (DIT)
- New health care facilities for the Health Services Executive (HSE)
- A high quality area with physical linkages to Smithfield, Phibsborough, Prussia Street and the City Centre. New arts, cultural, recreational and public spaces to serve the community and the city
- A primary school, public library and children’s play spaces
- Complementary mixed-use development

Board
The term of office of the 15 person existing Board expires on 8th September 2018. Appointing Board members is the responsibility of the Minister for Education and Skills, subject to the consent of the Minister for Finance and Public Expenditure and Reform. Terms of office shall not exceed three years, with the possibility of reappointment for a further two or three years. The composition of the Board is set out in the GDA Act, 2005 and is as follows:-
- The Chairperson. The Minister for Education and Skills may designate a member of the Board as Chairperson under the Grangegorman Development Agency Act 2005.
- Chief Executive Officer (CEO) of Agency
- 2 persons nominated by the Minister for Health and Children, 1 of who shall be an officer of the HSE
- 2 persons nominated by the President of Dublin Institute of Technology
- 1 nominated by the City Manager of Dublin City Council
- 1 resident from the Grangegorman neighbourhood in accordance with Schedule 4 of the Act
- 1 elected public representative of Dublin City Council nominated by the Council
- Up to 7 remaining members to be appointed by the Minister for Education and Skills in consultation with the Minister for Finance and Public Expenditure and Reform, and in line with Guidelines on Appointments to State Boards, published by the Department of Public Expenditure and Reform in 2014 and the Code of Practice for the Governance of State Bodies, updated in 2016 and operated by Public Appointment Services (PAS)

Remuneration annually of ordinary Board members is €5,985. It should be noted that in line with the ‘One Person One Salary’ principle, no serving public servant will be entitled to receive remuneration in the form of board fees. Board members have the option to waive the fee.
