New Assistant Secretary General appointed by the Department of Public Expenditure and Reform

The Department of Public Expenditure is pleased to announce the appointment of Dr. Lucy Fallon-Byrne as Programme Director of the Department’s Reform and Delivery Office.

The Programme Director of the Reform and Delivery Office – an Assistant Secretary level post – has a key role in developing, driving and delivering an integrated programme of reform across the civil and public service.

Currently, Lucy is Assistant Director General, Director of Corporate Affairs at the Central Statistics Office (CSO), where she leads a significant programme of reform and is also responsible for Strategic HRM, Finance, Facilities Management, Governance and Dissemination and Communications. Before joining the CSO, she worked in the Department of Social Protection, where she played a leading role in developing a new streamlined one-stop shop service for jobseekers nationwide and co-ordinating the merger of FÁS and the CWS staff and services into the Department. Previously she was Director of the NCPP, and Assistant CEO of the NCCA where she oversaw the development of a new Primary School Curriculum in Ireland.

She has a PhD in organisational innovation, as well as an MA in Political Science from UCD, and an MBA from the Michael Smurfit School of Business at UCD.
