New confidential shredding services framework for the public service launched

The Office of Government Procurement (OGP) has launched a tendering competition to put a supplier framework in place for confidential shredding services. The framework, which is estimated to be valued at up to €2 million per year, will be available for use by public bodies in the central government and education sectors, as well as An Garda Síochána, the Irish Prison Service, the Department of Justice, the Department of Health and the HSE.
The framework will be available for use by all public bodies.
In advance of publishing this tender, the OGP undertook market engagement with multiple industry stakeholders. This pre-tender engagement helped to shape the structure and inform the scope of the competition. Confidential shredding service providers were encouraged to share their experiences of previous public sector procurement competitions, and their views on barriers to competition and participation. The OGP received feedback from a broad range of stakeholders with an interest in delivering confidential shredding services to the public sector.
In structuring this tender process the Office of Government Procurement built in a range of measures to encourage participation by SMEs, including breaking the competition down into 7 smaller lots by geographic location, with turnover requirements proportionate to each value lot and more places available on each lot when compared to the structure under the existing shredding element of the Waste Management Services Framework.

The Office of Government Procurement, which commenced sourcing operations in 2014, has a remit to deliver sustainable savings for the taxpayer – through centralising procurement across the public service and encouraging SMEs to fully engage in public procurement. The OGP is a division of the Department of Public Expenditure and Reform.
The public sector bodies who will be able to avail of this framework are as follows:
· Government Departments, Offices and non-commercial Agencies and Organisations which have a formal reporting and legal relationship to Central Government Departments;
· Contracting Authorities which are third Level Education Institutions (including universities and institutes of technology), Education and Training Boards (ETBs) and ETB schools and primary, post-primary, special and secondary schools as well as ETBs acting on behalf of schools, groups and clusters of schools in centres;
· An Garda Síochána;
· The Irish Prison Service;
· The Defence Forces;
· HSE.

This framework agreement will be for an initial term of three years, with the possibility of a maximum of a 12 month extension.
The framework agreement is divided into 7 geographic location lots.
