Tánaiste announces appointments to Property Services Regulatory Authority

The Tánaiste and Minister for Justice, Frances Fitzgerald TD, has announced the appointment of six members of the Property Services Regulatory Authority. The term of appointment of the Chairperson and five ordinary members had expired earlier this year. In keeping with the Government’s policy, the vacancies were advertised and appointments dealt with through the Public Appointments Service portal, www.stateboards.ie (http://www.stateboards.ie).

The Chairperson is Ms. Geraldine Clarke, a Solicitor and Senior Partner in the Litigation and Employment Department of Gleeson, McGrath Baldwin Solicitors. A former President of the Dublin Solicitors Bar Association and the Law Society of Ireland, Ms. Clarke has extensive regulatory experience and served as Chairperson to the Authority for a four-year term from its establishment in April 2012 until April 2016. This is Ms. Clarke’s second term of appointment to the Authority, as provided for under the Property Services (Regulation) Act 2011.

The other five members appointed to the Authority are:

Ms. Hilary Griffey, Solicitor with a recent MBA and Corporate Governance qualifications. Extensive experience in legal, regulatory, commercial and business affairs.

Dr. Aideen Hayden, Solicitor and Housing Policy Analyst. Experience of Consumer Affairs, Business and Finance. Member of the Irish Senate 2011-2016.

Dr. Maurice Keady, Chief Executive, National Milk Agency. Dr Keady established the National Milk Agency (NMA) as a state regulator and developed a national regulatory system in the Dairy industry. Former Solicitor with expertise in contract law, property law and administrative law. Dr Keady holds a Doctorate in Governance from Queen’s University Belfast.

Mr. Edward Carey, Managing Director of Property Team Carey Auctioneers with over 25 years’ experience in the property industry. President of the Irish Auctioneers & Valuers Institute 2008-2009. Mr Carey served as a Board member to the Authority for a four-year term from its establishment in April 2012 until April, 2016. This is Mr. Carey’s second term of appointment to the Authority, as provided for under the Property Services (Regulation) Act 2011.

Mr. Paul Mooney, Director and co- founder of Benchmark Property Consultants Ltd offering Property Management and Consultancy Services to Owner Management Companies and other property owners and occupiers. Mr Mooney served as a Board member to the Authority for a four-year term from its establishment in April 2012 until April, 2016. This is Mr. Mooney’s second term of appointment to the Authority, as provided for under the Property Services (Regulation) Act 2011.

Property Services Regulatory Authority

The Property Services Regulatory Authority was formally established on 3 April 2012 pursuant to the Property Services (Regulation) Act 2011 and is independent in the performance of its functions.

The functions of the Authority are:

· The licensing of property service providers;
· The provision of redress mechanisms concerning complaints against auctioneers, estate agents and property management agents;
· The setting of other property related standards;
· The establishment, administration and maintenance of the Property Services Compensation Fund;
· The publication of residential property sales prices; and
· The establishment and maintenance of a public database containing relevant details of letting arrangements and rent reviews in the commercial property market.

Fees

Members of the Board are eligible for Category 4 fees as follows:

Chairperson €8,978 per annum

Member* €5,985 per annum
