Minister Donohoe launches Better Public Services - the Public Service Transformation 2030 Strategy

The Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe TD, today (Tuesday) launched Better Public Services, a new Strategy to 2030 for the Public Service aimed at delivering for the public and building trust.  

 

Speaking today, the Minister said: “Better Public Services, the new Strategy for Public Service Transformation, comes at a very important juncture for our country and will support Public Service Bodies and public servants to meet current and future challenges and improve how we deliver our services and carry out our functions.”

 

The vision set out in the ambitious Strategy is for Inclusive, high quality and integrated Public Service provision that meets the needs, and improves the lives, of the people of Ireland. The Public Service Transformation Framework, which is at the core of the Strategy, comprises three central themes: Digital and Innovation at Scale; Workforce and Organisation of the Future; and Evidence-Informed Policies and Services Designed for and with our Public.  

 

The Framework is a clear direction of reform for the Public Service to 2030. Making progress under these themes will support sectoral level reform programmes already underway in the Public Service. 

 

The Minister further added: “The Public Service response to the COVID-19 pandemic underlined the strong commitment of the Public Service to innovate, embrace new ways of service delivery and develop solutions to challenges, including through deeper collaboration and maximising digitalisation. This Strategy will build on that experience to ensure that the lessons learned inform better public services and achieve tangible outcomes for the public on behalf of the Government.”

 

In regard to implementation, David Moloney, chair of the Public Service Leadership Board and Secretary General of the Department of Public Expenditure, NDP Delivery and Reform said: “The Public Service Leadership Board will have a key role in achieving the ambition of the Strategy. Public Service Bodies are central to ensuring that the public experience a real transformation in the quality of services they receive. To support this, Public Service Bodies have been tasked with identifying, prioritising and delivering actions in relation to each of the Strategy’s themes.”  

 

A communications programme will support the implementation of the Strategy to build awareness across the Public Service.

Public and Civil Service reform initiatives have been a key focus under successive Public Service Reform Plans and Civil Service Renewal Plans since the establishment of the Department of Public Expenditure and Reform in 2011.  Better Public Services is a successor to Our Public Service 2020 which ran for the period 2017-2020. The Strategy is aligned to Civil Service Renewal 2030 and complements other Departmental strategies and initiatives (in particular Connecting Government 2030, the Public Service Digital and ICT Strategy) therefore presenting a coherent framework for Civil and Public Service reform.

 

The Public Service Leadership Board is chaired by the Secretary General of the Department of Public Expenditure, NDP Delivery and Reform.
